The Practical RTX 4090 LLM Build: Exact Parts

What 24GB actually lets you run
VRAM capacity decides which model fits; CUDA cores mainly decide how quickly it runs. Qwen publishes its Qwen2.5-32B-Instruct GGUF files at 19.9GB for Q4_K_M and 23.3GB for Q5_K_M. The 19.9GB file leaves about 4.1GB of the RTX 4090’s nominal 24GB for the KV cache, CUDA buffers and runtime overhead, making Q4_K_M the sensible starting point. The 23.3GB file leaves only about 0.7GB before those allocations and is therefore too tight for a useful context window despite appearing to fit on paper. Qwen’s file table provides the exact quantized sizes.
A dense 70B model needs at least 35GB for raw four-bit weights alone: 70 billion parameters multiplied by four bits is 280 billion bits, or 35GB, before metadata and the KV cache. A single 24GB RTX 4090 therefore cannot keep a conventional 70B Q4 model fully on the GPU. You can offload layers to system RAM, but generation then becomes dependent on CPU memory bandwidth and PCIe transfers.
That distinction prevents an expensive misunderstanding: the RTX 4090 is a fast 24GB card, not an unlimited “large model” card. It is well matched to 7B–14B models at generous quantization, 20B-class models, and many 30B–34B models at Q4. For 70B models, choose CPU offload with realistic performance expectations or plan a platform designed for multiple GPUs.
Puget Systems independently benchmarked llama.cpp using CUDA 12.2, Phi-3 Mini Q4, 25 repetitions and fixed prompt-processing and generation runs. It measured the RTX 4090 processing prompts 28.5% faster than the RTX 4080 Super. That result does not predict every model’s token rate, but it is measured evidence that the 4090’s attraction is throughput as well as capacity. The rest of the machine can stay modest
For a fresh single-GPU build, an AMD Ryzen 7 5700X and MSI B550-A PRO are a sensible baseline. The 5700X supplies eight cores, 16 threads, PCIe 4.0 and a 65W default TDP; it does not force the cooling or PSU expense of a flagship desktop processor. AMD lists those specifications directly.
Use the motherboard’s upper, CPU-connected PCIe x16 slot. The B550-A PRO provides PCIe 4.0 x16 there and supports as much as 128GB of DDR4. Its second long slot is only PCIe 3.0 x4 and becomes unavailable when the second M.2 socket is occupied, so this is specifically a low-cost single-GPU board—not the foundation for two RTX 4090s. MSI documents both the lane layout and M.2 conflict.
Install 64GB as two matched 32GB DDR4-3200 modules for GPU-resident models. Move to 128GB only if CPU offload, unusually large datasets or several concurrent services justify it. AMD rates the 5700X for up to 128GB, but four dual-rank DIMMs may need to run below 3200 MT/s; stability matters more than a memory overclock in a machine expected to sustain long inference jobs.
Add a 2TB NVMe SSD as the practical minimum. One model family can consume hundreds of gigabytes once several parameter sizes and quantizations accumulate. A large air cooler is unnecessary for the 65W CPU; a reputable single- or dual-tower AM4 cooler is enough, leaving the case airflow budget for the GPU.
Use one native GPU power cable
The PNY card has 24GB of GDDR6X, a 450W TDP, one 16-pin power input and dimensions of 13.26 × 5.63 × 2.33 inches. PNY specifies an 850W-or-greater system PSU and includes a four-to-one 8-pin adapter. PNY’s product specification identifies part VCG409024TFXPB1 and its exact requirements.
NVIDIA also identifies 850W as the minimum for the reference RTX 4090, based on a system with a Ryzen 9 5900X, while listing either at least three PCIe 8-pin connections or one 450W-or-greater PCIe Gen 5 cable. NVIDIA’s RTX 4090 specification gives the 450W board power and PSU requirement.

It is 160mm long, fully modular and leaves useful capacity above a 450W GPU plus a 65W CPU. Its drawback is that 1000W exceeds NVIDIA’s official minimum, so it is unnecessary if you already own a sound 850W unit with the required dedicated cables. Corsair documents the native cable and dimensions.
Cybenetics independently measured the ATX 3.1 RM1000x at 91.24% efficiency around a 500W DC load on 115V input, with the fan stopped during that test. That operating point is relevant because a GPU-heavy inference system can spend long periods near the middle of a 1000W supply’s range. Cybenetics publishes the load-by-load measurements.
Skip the Thermaltake Smart 700W PS-SPD-0700NPCWUS-W for an RTX 4090 build: its 700W rating is below NVIDIA’s 850W minimum, and its manual lists only two PCIe 6+2-pin connectors while the supplied GPU adapter requires at least three dedicated 8-pin connections. This is wrong for anyone powering a 450W RTX 4090, even if the unit appears attractive as a basic desktop PSU. Thermaltake’s manual lists the connector count.
Seat the 16-pin connector firmly and evenly before installing the card, then inspect it from both sides. NVIDIA recommends 36mm of straight clearance before the cable bends and says incomplete insertion was the common finding in its initial connector investigation. NVIDIA’s power guidance specifies the 36mm allowance, while its connector update explains the seating issue. Do not mix modular cables from another PSU merely because the plugs appear to fit.
Cooling means case airflow, not a GPU water loop
A stock triple-fan RTX 4090 does not require a custom loop. Tom’s Hardware measured the Founders Edition at 67°C and 45.0dBA from 10cm during its gaming thermal test. The PNY cooler is a different design and may produce different readings, but the measurement demonstrates that 450W does not automatically require liquid cooling. The Fractal Design Pop XL Air RGB is the safer case choice for this exact parts list. It accepts a 455mm graphics card and a 205mm PSU, while including three 120mm front fans and one 120mm rear fan. The PNY card is about 337mm long, and the 160mm RM1000x also fits with room for cable routing. Fractal publishes the full clearance and fan list.
Its 185mm CPU-cooler clearance also provides a useful pre-purchase proxy for side-panel room: the 143mm-tall PNY card plus NVIDIA’s 36mm cable allowance totals 179mm. That leaves only a small nominal margin, so route the cable before closing the glass and make sure the panel applies no sideways force. The case’s drawback is physical size—522 × 230 × 520mm—and its front USB-C connection requires a separate accessory.
Keep the included front fans as intake and the rear fan as exhaust. A tower CPU cooler aimed toward the rear preserves that front-to-back path. Avoid placing a thick radiator directly in front of the GPU unless you recalculate both clearance and airflow; a 65W Ryzen processor gives no compelling reason to obstruct the card’s fresh-air supply.
Source the card by model number, not just “RTX 4090”
Search for the exact PNY identifier VCG409024TFXPB1. RTX 4090 partner boards differ materially in height, length, slot thickness, power limit and warranty terms, so a case checked against this 337mm card is not automatically checked against every ASUS, MSI or Gigabyte version.
For a new card, require an invoice, an intact serial label, stated return rights and warranty eligibility in your country. For a used card, inspect the 16-pin socket for discoloration or distorted plastic, check the PCB and rear bracket for bending, confirm that software reports 24GB of VRAM, and run a sustained CUDA workload before the return period ends. A missing serial label, damaged connector or refusal to allow a load test is a reason to walk away.
The RTX 4090 24GB is the buy when you want one fast consumer GPU for fully accelerated models up to roughly the 32B Q4 class. It is not the right architecture when the real requirement is keeping a dense 70B Q4 model entirely in GPU memory; that workload needs more aggregate VRAM rather than a faster 24GB card.
